I searched and noticed that my 98 subaru outback has 4 recalls.

Can I just go over there in the dealership and ask to fix all these problems?
or should I just wait after each recall problems start?

just take the car to the dealer ship, ask them at the service desk to check for any recalls. They need the vin number and will look it up to see if it has been registered and already repaired. If not, and it is eligible they will notify you and fix the problem if necessary.
