You can try offering 25,000 and see where it leads but if you look in the classifieds of Subaru forums, you’ll find that that is a really good price for a car with that mileage if it is in good shape. If it is being sold by a dealer, just make sure there is some kind of warranty and if it’s being sold privately, make sire they have maintenance records and have it looked over by a reputable shop.
