Best highway speed for top mpg?

The EPA site seems to say that cars start losing fuel efficiency at speeds above 60 mph. I’m wondering- is it the same for all cars? For example, an ’89 Subaru 4cyl (28mpg EPA), a 1978 Buick Regal 3.8l V6 (22 mpg epa), and a huge 6.2l diesel Suburban (supposedly 24mpg epa).

And can you get better mpg by going slower than 55 or 60? My guess would be that the larger and more wind-resistant cars would have best mpg at a lower speed than lighter, more streamlined vehicles.
Is looking at the tachometer useful? I was recently reasoning (in a small car) that if I was going 20% above 60 mph, and the tachometer only went up by 20%, I wasn’t having reduced mpg,.

While each vehicle reaches its optimal fuel economy at a different speed (or range of speeds), gas mileage usually decreases rapidly at speeds above 60 mph.

See graph on the web page, it looks like that between 45 and 60 mph the fuel efficiency is roughly flat.
